Waugh Chapel 500-3
500/230kV XF Failure
The Waugh Chapel 500-3 Transformer automatically tripped out of service on November 17, 2010. The apparent cause was an internal equipment failure. The transformer is not repairable. It is not able to be returned to service. PJM is assessing operating conditions/procedures without the transformer in service. A project was already underway to install a new 500/230kV transformer at Waugh Chapel in 2011. This project is being accelerated with an anticipated in-service date of 6/1/2011. Upon completion, three 500/230kV transformers will be in-service at Waugh Chapel for the 2011 summer.

TIE2-7 138kV CB switching
During the outage of the Beaver Valley 3_8 345/138kV Tie transformer (eDart #350093), voltage instability may arise when the JL Furnace plant is burning. To address the voltage instability, Duquesne will open the Beaver Valley “TIE2-7” 138kV bus tie, but only when the Furnace is burning. eDart ticket number #393300 has been entered to reflect the potential need to open this CB. When the CB is opened, the ticket will be listed in the ‘active’ status. When the CB is not opened, the ticket will be in the ‘approved’ status.

Both 2344 and 2345 circuits will operate as normal between mid-November 2010

On 2/6/2011 two
simultaneous 4-hour outages (one @Hawkins, one @Sollers)
will be taken on 2345 to put 2345-1 cable back in, followed by a 24-hour outage
to perform the electric soak test on circuit 2345. At the end of this 28-hour
outage circuit 2345 will be cut back in with all three cables in service. EDART

In April 2010, during the 1st termination
replacement, damage was discovered on the riser pipe for the 2345-3 cable. As a
result, the risers will be replaced in addition to the terminators on the
2345-3 cable. The 2345-3 cable is expected to be placed back in normal service
on
BGE will continue to operate 2345 with a temporary rating of 768 MVA normal
and 1150 MVA emergency (at all temperature sets) until the cable is
returned to service on

Baltimore Gas & Electric (BGE) is continuing to analyze the operation of the Brandon Shores to Riverside 2344 and 2345 circuits.
In April 2009, BGE identified concerns with the condition of the oil in these oil-filled pipe cables that are underwater in the Baltimore Harbor. Gas testing confirmed a high level of dissolved gas indicative of arcing, and additional samples and tests confirmed that initial analysis.
In April and October, 2009, BGE took emergency outages on 2344 and 2345 respectively to “degasify” the oil in the cables. While a single source of the arcing was not clearly identified, BGE is moving forward with a project to replace the 2344 and 2345 cable terminations, which are likely contributors to the dissolved gas.
BGE will replace the pothead terminations of 2344 and 2345 over the course
of several outages planned from March 29 through
BGE plans to continue to perform additional testing leading up to the pothead termination replacements.

Wagner 230-2 Transformer Status
The Wagner 230-2 transformer tripped out of service on May 19, 2011 at approximately 12:47 pm. BGE has completed an analysis of the damage. The C phase of the tapchanger compartment of the transformer has failed. The main transformer was not impacted. Repair work will be performed on-site and is currently estimated to take approximately 14 – 16 weeks.
Return to service date will be around mid-October, 2011. EDART 440688
Michigan-Ontario PARs Status
A Presidential
Permit from the DOE was issued (February 24, 2012) to ITC on February 24, 2012
to allow the operation of the Michigan-Ontario PARs to start on April 5, 2012. Testing of the PARs on the
Michigan-Ontario interface is currently underway. The ITC order is
allowing the PAR on the B3N Bunce Creek – Scott
Line to be placed in service. Three of the 4 PARs will be in
operation on April 5th.
